The notice requires all new energy vehicle manufacturers to focus on the waterproof protection, vehicle collision, high-voltage harness, on-board charging device, battery box, on-board power battery Carry out potential safety hazard investigation for mechanical parts and vulnerable parts, and take effective technical means to reduce the risk of vehicle fire. 100% troubleshooting shall be conducted for vehicles with level 3 alarm fault on the monitoring platform, many power battery faults, no driving for 6 months or more or receiving risk prompt. The vehicle manufacturer shall jointly carry out the inspection of the power battery with the power battery supplier, and the inspection contents shall include the routine inspection and extension inspection of the power battery. 2 Notice on carrying out investigation of potential safety hazards of new energy vehicles Relevant new energy vehicle manufacturers: In order to further improve the safe operation level of new energy vehicles, promote the construction of safety standards and specifications for new energy vehicles, promote the safe and healthy development of industry, and ensure social and public safety and the safety of people's lives and property, entrusted by the Ministry of industry and information technology, in accordance with the administrative measures for the access of road motor vehicle production enterprises and products (Order No. 50 of the Ministry of industry and information technology) and According to the regulations on the administration of access to new energy vehicle manufacturers and products (Order No. 39 of the Ministry of industry and information technology), all new energy vehicle manufacturers and power battery suppliers are invited to carry out potential safety hazards investigation for new energy vehicles. The specific matters are notified as follows: 1、 Job requirements (1) Vehicle safety troubleshooting Focus on the investigation of potential safety hazards for the waterproof protection, high-voltage harness, vehicle collision, on-board power battery, on-board charging device, battery box, mechanical parts and vulnerable parts of sold vehicles and inventory vehicles, and take effective technical means to reduce the risk of vehicle fire according to the actual situation of vehicles. 1. 100% troubleshooting shall be conducted for vehicles with level 3 alarm fault on the monitoring platform, many power battery faults, no driving for 6 months or more or receiving risk prompt. 2. The enterprise shall check the after-sales service institutions in various regions, including but not limited to the allocation of special maintenance equipment and tools, insulation protection, maintenance and protection ability of technicians, and actively rectify the existing problems. 3. For operation vehicles with high use intensity, such as taxis, online car hailing, logistics vehicles and buses, the investigation proportion shall be set according to the driving mileage and the data analysis results of the monitoring platform. The investigation proportion of driving less than 100000 km shall not be less than 5%, that of driving 100000-200000 km shall not be less than 10%, and that of driving more than 200000 km shall not be less than 20%. 4. For private cars, the manufacturer shall clearly inform the user of the conditions triggered by the vehicle and return to the store for maintenance. The trigger conditions shall include: the normal driving mileage or service life interval of the vehicle, accidents such as collision and soaking in water, and serious fault alarm signals of vehicle instruments (such as battery, overvoltage, over temperature, low insulation, over temperature of charging socket, etc.) When the production enterprise finds that the vehicle meets the above trigger conditions through monitoring data, it shall timely remind the user to go back to the store for inspection and maintenance by means of telephone, SMS, vehicle alarm, etc. the production enterprise shall include the above trigger conditions, notification methods and records, return to the store maintenance items in the annual report and file them for future reference. The vehicle manufacturer shall jointly carry out the inspection of the power battery with the power battery supplier, and the inspection contents shall include the routine inspection and extension inspection of the power battery (see Annex 1) Among them, the appearance inspection and software diagnosis are routine inspection, and the air tightness inspection, unpacking inspection and replacement parts are extension inspection. If problems are found during the routine inspection, the extension inspection shall be carried out. If there are battery box collision, deformation, water overflow and other accidents through the appearance inspection; if there are abnormalities in temperature and insulation performance through software diagnosis, the air tightness inspection shall be carried out Performance inspection and unpacking inspection. The extended inspection conditions can be agreed by the vehicle enterprises and battery enterprises, but they need to be specified in the troubleshooting scheme. (2) Self inspection of enterprise monitoring platform 1. The enterprise shall check whether the function of the safety monitoring system meets the requirements of national standards, whether the vehicle safety information is fed back in time, monitor the key system operation parameters through the platform in real time, find out the potential safety hazards as soon as possible and start the early warning mechanism, and take effective measures to solve the problems in time for the vehicles with abnormal operation status and potential safety hazards such as the whole vehicle and power battery Question. 2. The enterprise monitoring platform shall be implemented 7 × A 24-hour all day duty system shall be established, and a fault handling contact shall be set. For vehicles with level 3 fault alarm, the user shall be notified in time to take measures to eliminate potential safety hazards, and the handling results shall be fed back to the local and national supervision platform within one day. For vehicles with level 3 fault alarm for many times within one day, safety inspection shall be arranged, and the handling results shall be fed back to the local and national supervision platform within five days Pipe platform. 3. The enterprise shall take effective technical measures to optimize the interaction mechanism with all parties, consolidate the data base, and provide reliable information support for the normalization of safety supervision such as potential safety hazard investigation and accident investigation; at the same time, it shall strengthen technical exchange and communication in terms of relevant test methods, processes and data verification mechanism of the platform, actively strengthen various functions and continuously improve the application of the monitoring platform Level. 4. The enterprise shall ensure that the monitoring platform continues to meet the requirements of relevant national standards, timely handle relevant early warning information, properly handle emergencies in strict accordance with the emergency treatment mechanism and emergency treatment plan, track and record the maintenance and repair of new energy vehicles, analyze, summarize and prepare the technical status, faults and main problems of new energy vehicle products Annual report. The equipment center will cooperate with relevant units to organize the effectiveness evaluation and inspection of the monitoring platform, master the actual operation of the monitoring platform, and urge the production enterprises to build and use the monitoring platform in strict accordance with the requirements of national standards. 2、 Report of troubleshooting All new energy vehicle manufacturers are requested to complete the investigation of potential safety hazards of new energy vehicles before the end of October 2020, form a written report, truthfully submit the organization, implementation, cooperation of operators, existing problems and problem handling of potential safety hazards investigation to the equipment center, and fill in the statistical table of safety scheduling of new energy vehicles (see Annex 2). 3、 Investigation on fire and combustion accidents of new energy vehicles 3 The enterprise shall assume the first responsibility for the safety of new energy vehicles, establish and maintain a safety analysis and accident investigation team composed of R & D, production, after-sales, quality, monitoring and other departments for a long time, and the leader in charge of new energy and product safety of the enterprise shall serve as the leader of the investigation team. In case of fire accident, the enterprise shall timely report to the leading department and equipment center of the local new energy vehicle joint meeting, and actively carry out accident investigation. The specific requirements are as follows: (1) The production enterprise shall report the basic information of the accident within 24 hours (within 12 hours if it causes personal death or significant social impact). (2) The manufacturer shall report the details of the accident within 5 days, including the unique characteristics of the vehicle (production date, model, number, etc. of the whole vehicle / motor / battery pack); Site records (video photos, etc.); Description before and during the fire (owner, background monitoring, property, other witnesses, etc.); Rescue and fire extinguishing process (and relevant records); Vehicle use and maintenance information (maintenance, repair); Monitoring data of the enterprise monitoring platform on the day of vehicle accident and the first three months. (3) The manufacturer shall upload the comprehensive accident analysis technical report as required within 15 days. The analysis report shall include the following aspects: first, introduction of accident details and treatment; Second, the basic situation of the accident vehicle; Third, the use of accident vehicles and after-sales service information; The fourth is the introduction of the relevant technologies of the vehicle's power battery, module and pack; Fifth, the inspection and analysis of accident vehicles; Sixth, enterprise platform data analysis; Seventh, accident causes and improvement measures. The equipment center will continue to pay attention to safety accidents such as fire and combustion of new energy vehicles, establish an investigation team with relevant units according to the severity of the accident, carry out accident investigation, and report the results to the Ministry of industry and information technology. The enterprise shall report the investigation report of potential safety hazards and the safety accident information of new energy vehicles as required. If there are behaviors such as concealment, non reporting according to the specified requirements and non cooperation in accident investigation, the equipment center will report to the Ministry of industry and information technology for handling.
